Tracker Azeal eating gave wrong message and ate quest item.

I'm working on my Greenmist for my 17 Iksar SK. I come up to Tracker Azeal in FV and hand him a coin when I find him kneeling at the rock. He then proceeds to give me a message similar to "You are not ready for the advanced matter. Go kill more rats." There shouldn't be a level requirement for this and he was in position and kneeling just as he should have been. Now my quest item is gone.

Found after literally 10 seconds of Googling:

Head to Firiona Vie to the "good" elf outpost and look for Tracker Azeal at +670, -2380, +173, who is secretly Crusader Goxnok in disguise. You need to be at least level 30 or he won't talk to you. Also you don't want to hail him there because he doesn't want to break cover, but if you do happen to hail him, you'll see:

Interesting. Not sure how I overlooked that. I skimmed through the comments and recall seeing people talking about getting it at 15. Ahh well.

You can definitely get greenmist earlier, but you need higher level for that one. I did lord of pain mq at 5 and I got greenmist at 26. But that's with most step done with a 60 char...
