Default Non-weapon items(torch) still causing charmed pets to Dual Wield

This was supposed to be fixed in the June 2015 patch where a torchlike secondary only non-weapon item(shield, lute, drum, etc.) should not be giving pets the ability to dual wield in any situation, no evidence of this working in classic and has been discussed in multiple threads here. This includes when they already have a primary 1H or 2H weapon(ex. Pet quadding with Staff of Undead Legions & torch). The patch note did not specify the type of pet(summoned, charmed, etc.) so it should be applied to all.

Moreover, pets should not equip weapons in their offhand unless the pet has the Dual Wield skill. That they do so now is unclassic.
