Quest Issue: Tarton's Wheel - Rods not spawning

I have checked two locations many times and talked to many other wizards. None have looted a single rod. Please fix.

Rods were originally a long (hour(s)?) respawn before being reduced in September 1999. Likely that is what Nilbog has coded.

can we get confirmation that the rods are spawning and quest is in game? havent seen one despite checking.

This was ruled for July 1999. Some rules require restarts to work and this may be one of them. I cannot confirm personally, but I did ask.

Patches happen first Friday. Any word on when the reboots will happen to fully implement each patch?

Any response on when the full July 1999 patch is going into effect (reboot)?
Any idea why this isn't happening on the first Friday of each month if it is required to fully implement a patch?

Any hope in hell on a reboot next Friday so last months patch can be implemented?

Rod has been respawning in lower guk for a week or two at least.
