Default Creating turquoise guilds

Are there any special processes or anything that we need to do if we want to recreate a blue guild on the green server when it's released? Or would it be the same gather X people and petition, regardless of the fact that it's pre-existing?

We should create a guild called Dial a port that roleplays as the port authority for the ships that travel between freeport and butcherblock. Very niche, but not confusing at all!
