Game Freezes (Not Responding)

Just recently my game has started randomly freezing up and I have to End Task to close it out. It seems like most the time it's when it's raining. For some reason this evening it's happening all the time. If I change my resolution from 1920x1080 to anything less it seems to be stable. It happens in both windowed and full screen. I have done a fresh install of my video driver and reinstalled the entire game. Anyone else having this issue?

i7 4770K
Nvidia GTX 1060 6GB
RAM 32G

Check your refresh rate, I know sometimes when I am changing resolutions, the game like sto default down to 25hz, make sure it matches whatever the refresh rate is on your monitor and it doesn't accidentally downshift really low. Just a thought.
