Cloak of Dark Sky ranger cloak bug

My Cloak of Dark Sky has been bugged ever since i got it. ( 1 year ago? ) When i use it i get the icon for the haste effect and it does haste me. It's duration is 18 seconds then the icon disapears and i lose the haste effect. The problem is that if i use it once, enchanter VOG will not take hold on me unless i camp and come back. There is something buggy about the timer it seems.
