Class "C" vs. Class "R" guilds?

Okay, I am a n00b to P99 (I can say that without shame!) so I looked on the raid policy page and it talks about how certain mobs are allocated to Competitive and Restricted guilds but it doesn't really explain what Competitive and Restricted guilds are.

Can someone help?
