Nillipus' March of the Wee

Sometimes this song will randomly double-shrink toons making them shorter than a halfling/gnome/dwarf...

Does anyone know what the conditions are that this happens and how to replicate it?
Shamans can double shrink, and there's no reason bards should not be able to as well.

Any ideas?
