Necro Lifetap

Sheer Curiousity... Why cannot necro life tap be fixed and just Ivantyr's Hoop Be Cast timed like 3 seconds or something?
Necros could land Lifetaps on dragons and such to heal up... its the thing the class does...
Figured i'd try asking or seeing.. it be nice to see them a lil more than twitch bot sometimes..
