Is the Circle of the Combines (Dreadlands) port really available at the NK Gypsys at launch or was that added later in velious or something? Wiki says he sells it.

The level 34 Circle of the Combines is available at the NK Gypsies. Does anyone have any idea where to find the Ring of the Combines spell?

Looks like it is Velious spell, so not available yet:
