Although the P99 Wiki lists a single Bracer Mold, will I need to acquire two molds for both wrists?

Yes you get all bracer components a second time for another, which is an option as the bracer isn't lore. I usually don't do the bracers twice on any solusek classes, as usually there is an easy replacement for one if not both and you only need 1 to set up whatever fashion as well.

For the a primary account, non raiding, non-twinked, 37 level paladin, what would you recommend as a pair to the Armor of Ro bracer? Hero Bracers?

well as long as yer not a dwarf, dwarves cant wear hero bracers.
