fear resist

Does CHA effect fear? I was looking at the EQ EMU server code, which is not p1999. I Saw this line and was wondering if anyone can back this up at all for all you high lvl necros out there.

So Fear is harder to resist if you have under 100 cha. You get a blanket -20 but if you go over 100 cha then you start to give the mob resist a higher chance of resisting your fear. This check doesnt happen to undead.

I assume that most people dont have high cha but, this is more for like enchanters that try and fear vs Necros that fear. So some enchanter that stacks CHA like crazy as a higher chance of their fear to be resisted by quit abit.
