Default Why are there two Burgeks?

One down by the water on the way from Orc side to Highkeep.

Another one standing by the entrance to the Top O' The World shop, where they sell pottery sketches and have a potter's wheel.

Burgek seems to have no actual function in the game, at least so far as the Internet can determine. So apparently we don't even need one of him, much less two.

ive noticed this same thing, thought i was going insane at first
If hes part of an actual completed quest, it probably origins in Troll land. Afterall, what kind of troll is on FP faction and not troll faction
