Monks are by far better soloers than rogues, although still pretty poor at it without good gear. Both are in high demand for groups: monks maybe more so since they are more versatile.

Monk if you want to do more than just stand around, Rogue if you want to do the most damage. Because you are just starting, a monk with no gear will solo better than a rogue but both will be group dependent. A monk with great gear can solo to 60 while a rogue with great gear will start to bottom out in solo ability around 45, but can be pushed a little higher if you really want to try it.
A necro is a great starting character because IMO they are the least gear dependent class while still offering great solo and farm ability. If you don't want to solo you can find a partner without having to rely on a full group for some very safe exp. Search around, I'm sure you'll be able to find a copy of the game for $0.

Unless you have fungi/haste/weapons, soloing will be difficult for a monk.
Rogues will be in super high demand come velious. Massive dps output in raids and groups. But if you wanna roll monk, go for it!

Do you wanna be more of a puller or more of a damage dealer? These roles overlap, but these classes are the kings of their respective category.
