Access issues for non-US players?

I'm posting on behalf of my fiancee in Australia, who has been getting the attached message since yesterday evening, in addition to being unable to load project1999.com or the p99 wiki.

He has no other problems with accessing the Internet - only the game itself and its related websites seem to be inaccessible.

Does anyone have any thoughts on why this might be happening? It's obviously chronologically very close to the release of the most recent patch, but I don't know how or if the two issues are related. Anyone else know of non-US players having trouble with the game since yesterday (or recently)?
