Desyncing multiple times, almost un playable

I have reset my wireless router, laptop many times and keep getting lag / packet loss from servers that always seems to drop to around 90% before going back to 100% and recouping.... If it drops anything under 90% I'm desyncing and end up dieing while soloing. This is a somewhat new problem and has only been effecting me the last week or two. I have tried running the game as admin or none and doesn't seem to make a difference. Anyone else having this issue? or any advice?
