Tested it and it worked for me with leatherfoot raider skullcap (non quest version).

Odd, I'll try again later. Very possible that I handed it to the wrong NPC as it was late and the area is cramped, but I don't even remember a "I don't need this" message. I'll try hailing next time too I guess.
edit: And I'm on Teal not that I could see that making a difference. | ||

Same exact issue just now. I have an extra Skullcap I guess I'll save it and grab another recommendation next time I'm in Grobb to see if doing it right after handing that in fixes it.

The wiki only mentions the drops in Nektulos and the Quest reward from Rivervale. I've been handing in the AC 4 caps to the cleric with no luck. Allakhazam as well seems to have three entries but it seems like the drops from Nektulos are the same thing listed twice.

Well tried it again with a new note and same result, ate the skull cap with no so much as a message.

No, the Leatherfoot Raider Skullcap with the charge of Ring of Commons is not the item needed to turn in for Innoruuk Recommendation. The p1999 wiki is pointing to the wrong item on that page.
There are three different items all with the same name. One is the quest reward for turning in the four animal skins, http://everquest.allakhazam.com/db/item.html?item=49992 One is the quest reward for turning in that skullcap with the dragoon dirk, http://everquest.allakhazam.com/db/item.html?item=1425 And the third are the skullcaps dropped by various halflings, http://everquest.allakhazam.com/db/item.html?item=4237 The allakhazam link to the quest is http://everquest.allakhazam.com/db/q...tml?quest=8094 Click on Leatherfoot Raider Skullcap under quest items and it shows http://everquest.allakhazam.com/db/item.html?item=4237 Those are the skullcaps dropped by the various halflings. Yes, they're also used for Halfling Raider Helms in Neriak Commons. If the dropped skullcaps aren't working, the quest script is wanting the wrong item id. | ||
