Give the note to Kellek in the next room and he gives you a Mechanical Net. Take that net to the outcast siren in Cobalt Scar and she will give you an idol.
She then asks you to find her three excellent siren scales (very rare drops from any siren). Return the idol and the three scales to her and she will give you back a cloak.

Quest works up to this point. She takes the Mechanical Net, gives a statless "Idol of Solusek Ro", and responds with the dialog in my screenshot. Which I also believe has a minor typo. E?ci instead of E'ci.

Then she eats the idol and the three scales and says nothing instead of returning a cloak.

Take this cloak back to Wenglawk and he will reward you with a very nice container.
