Mob is slowable and attacks only twice per round. I do not think you need raid gear to take this drake down. It just takes a bit longer than usual 1 group nameds in Kunark because of the HP.

Last week I was in a group of ~ 15 casuals from three different guilds killing dragons in WW. Our last fight of the evening was a very sloppy kill of Travala (near identical stats according to wiki, maybe actually identical in-game, supposedly can also drop the wing.) Our sub-60 shaman and chanter both managed to die quickly trying to slow/debuff him, they were too low and only managed to piss him off. With two clerics healing our L60 SK tanked ok but our melee dps was kinda weak and it was long and very close fight. If the L60 shaman who had been with our crew earlier had not had to log it would've been a pretty straightforward fight, slow is OP as hell in this game. A group of 60s with readily obtainable gear (i.e. gear readily obtainable by a group of 60s) can kill these drakes. No need to be high-end raiders.

Shaman has to be 60. Malo is unresistable iirc. Then the other debuffs can be cast.

Not sure if it is lacking or not but landing anything on a mob that is lvl 66 without debuffing is always hard. And roots won't knock off SoW/Jboots once snare/root start stacking. That happens right now because of the way those spell effects work.
Velious mobs have crazy high resist. Giants will resist Lure of Ice (lvl 60 lure spell) but are hit everytime (even when not debuffed) when hit with the weaker Lure of Flame.

Those drakes rampage quite a bit. You essentially have two tanks needing constant heals. They're groupable but it warrants a stacked and prepared group. The encounter depends heavily on the whims the random number generator--specifically on how quickly Slow lands.
I don't trust melee stats posted on the wiki. Anyone who fights in Velious a lot has by now probably noticed that monsters seem to have generally higher AC than Kunark mobs; certainly I see a much higher proportion of low hits. Danth
