Quest Issue: Guard Shilster Black Burrow Stout Faction

I posted about this quest a while ago.

I was told that this quest appeared at the same time as epics and to wait til then. Epics have come out and this guy is no where to be found.

I think Guard Shilster arrived with the Investigator's Badge.

I need this guard to fix Bloodsaber faction so I can start my Enchanter epic quest. He is suppose to have a quest where you turn in 5 gold to raise the faction...

Anyone have any news about him?

According to Alla the first post on the website about the quest was on Jun 28th 2001 aka 6-7ish months after the launch of Velious which can make sense since there was apparently a monthly patch for June on June 27th 2001 so it was probably introduced on that date
