Everyone with a blue ST key should be allowed to choose a zone into green ST as observers only, immune, non aggro, and unable to attack or cast on any mob. With access to say/ooc/shout. This way we can watch and comment when the sleeper is finally awakened there.

How to respawn ST
No raid disputes or petitions for an entire year Personally I think the ultra immersed need those extra 4 raid targets perma respawning every 7 days. But I don't think they have earned it either. I say this as someone without a ST key and probably never will have one
