Because forcing entire accounts to be sold makes it easier for the large-scale RMT operations to force the little guys out of the market?

Not saying it eliminates the issue, but trading an entire account hurts whoever sold it (they no longer have the character and have to level up another toon to sell or farm with) and the person buying the account usually gets found out as not the original player of the account (assuming the person selling the account had any interaction with ANYONE while leveling)

Thing is its no where near 440... they do a ban first ask later thing for shock value. They ban all the rmt'ers, and any account they ever did a one sided trade with. Since every single one of those rmt'ers bought a jboots mq and maybe an epic mq, thats a lot of mq'ers banned...
