It's a highly complex and fun mechanic. The longer you have the most starbases parked out at moons, you can claim more and more rights and advanced features within a system, like creating wormholes for your forces to attain maximum mobility, or better defenses and services for your space station. (which is not the same as a starbase which I am using synonymously with POS or Player Owned Structure)

Because in EvE if you screw someone over they can blow up your ship and put a bounty on your head that will have you getting killed all the time and loose months and months and sometimes even years of hard work in ISK.
