Spells: Playing Selo's Song of Travel

When targeting a lower level player and I go to play Selo's Song of Travel I get a message saying the player I am casting on is too low of a level. Since this is not a single target song, I am not sure why it would matter.

Does it while you have them targeted.

Should work when they are not targeted.
