When I got the snare neck on my low level troll (with help) the dot was actually some decent free dps even.

Easy? Fast? 1-12 is like the hardest part of the game for me. More so now that all the xp quests have been nerfed to uselessness.

Snare necklace is a nice to have, not a must have. You don't see clerics rerolling constantly to get it so why should a shaman. 2 second fear animal and undead is perfectly good bonus as well.
