Is currently clickable by any class on the Red server for a targetable instant-cast complete heal.

This change appears unintentional since Reaper of the Dead was deliberately restricted on Red by the October 8th, 2013 patch and no balance changes to Red were announced - https://www.project1999.com/forums/s...d.php?t=124070
