Guard Weleth not responding for both The Crate Quests

https://wiki.project1999.com/The_Crate_(good) Guard Weleth neither responds to hails nor quest prompts (edit: at max ally). I killed him, seeing if that resets the mob in some way. (Edit: it did not work)
