WTB Fine Velvet Cloak - loot rights

Hiya there!

I am interested in purchasing the loot rights to a Fine Velvet Cloak for the ranger cloak from Plane of Sky.

I am parked in PoS and able to raid most times of any day, so I can come along and help with raid as well. I have keys already as well.

Let me know if this is something you can do and a price for the loot rights please = )

Sorry, I have been away from the game for awhile. This has been a change made at some point? Anyone can loot the Fine Velvet Cloak and turn it in for me to get my Dark Cloak of the Sky?

If this is true, then WTB Fine Velvet Cloak MQ = )

Um... I have been asking around for this and Telrin said there will be a post of patch notes when this is available.
