A huge portion of the funds for shaman is for their 45+ bracer, 46+ epic and 60 spells.
Whereas a monks twinkage will be working hard from level 1. Monk can even do a partial epic for some click haste to tide them over til 46. So monk twink is better for levelling. As previously posted monk is better for raiding too. The shaman is good to farm big name cash camps but if you have the funds to fully twink a shaman funds don’t seem to be a problem for you. Unless your heart is set on playing a shaman the monk seems better.

Funding depends on my ability to (shameless plug) sell a White Dragon Scale on Green.
What would leveling speed look like in comparison to the two up to say the 45 range. With Fungi and GFG could a Shammy get to that tier almost as fast as a monk or will monk blow it away? | ||

Id go with the monk.
gearing a character in velious (which sounds like what you're looking to do) for both these types requires raiding. Therefore youll be raiding a lot! I think a monk is definitely more fun and rewarding to bring to a raid! Ive wanted to chime in here because both classes are awesome for similar reasons. | ||
