Same. I almost did once in EC, but even if you put a gun to my head I couldn't tell you where the NPC is to buy one the normal way.

It's all about the http://wiki.project1999.com/Driftwood Treasure Chest (it only takes about 100 shark kills, 22 min apart, to get your first one! I have six!)
