If it were, I'd agree

"What about people interfering with heals and buffs"

Easy answer - shits classic, deal with it, maybe guild war those dudes who get involved too. Sounds like they wanna get into some PVP.

The point is all support would be immune to pvp and would not accept a guild war. Guilds would simply have all dps go in the pvp guild while all support had another guild tag.

Or any guild participating in a guildwar would be unable to be healed and buffed by non-guild members. No outside support

Hell you could flip it around have one week every summer where you have a week prior to join one of two guilds and then its a week long battle of levels 5 to 9
