Miscellaneous: Unbalanced Items

Many other posts have these items individually, but they were "missed" in the PVP balancing, added after, or unintentionally changed on red when changed on blue/green for recharging occured.

Missed cast times for balancing PVP

Weeping Wand, Thin Boned Wand, Courier's Potion, Amulet of the Void, POM pant's clickies, should also have cast time added consistent with other RED/PVP changes to remove instant dispel/ports/escapes.

Missed PVE cast times for balancing

Forlorn Totem of Rolfron Zek, Scepter of the Forlorn

Broken previously correct cast times
"They should be nerfed to a 3-second cast time per the precedent set by the October 8th, 2013 patch" items in below list which had recharge price changed on blue/green had cast time unintentionally altered on red.

Circle of Stones - 3 seconds
Golem Metal Wand - 4 seconds
Leatherfoot Raider Skullcap - 3 seconds
Lizard Blood Potion - 3 seconds
Vial of Swirling Smoke - 3 seconds
Prayers of Life - 2 seconds
Bladestopper - 2.5 seconds
Shiny Brass Idol - 1 second
Iron Scroll of War - 3 seconds

Reaper of the Dead
This should not function on red, and was also broken when item recharge prices were changed on blue/green.

Too much trouble to have two databases between red and blue so they stopped without having patch notes right?
