If you kill it instantly before it has a chance to react, you further increase the issue that was already presented with P99's 'first to engage' system. If someone engages a dragon, and fails to kill it due to a wipe, you can take over as a guild waiting their turn for a try. That's not the case with Ivandyr's Hoops, and there is still the factor of tank aggro. Not to mention Ivandyr's hoops can be used to out-dps players at camps, which is against the rules - why give players the means to easily break the rules? There are so many scenarios you're just ignoring because you want to make the argument that 'everquest is hard' - no, everquest is tedious, but not hard.
