By making the vast majority of worthwhile loot achievable via raids, Velious provides little reason to login outside of raids. Kunark had this issue somewhat, but still had items that were BiS that were only obtainable outside of raids, epic quests to work, etc., and a more vibrant droppable loot economy to farm.
Classic is obviously the gold standard of when the vast majority of loot is obtainable outside of raids and is droppable, therefore creating a playerbase who is constantly logging in to farm and actually play the game. The problem is the content is so sparse it is quickly devoured thus leading to wipe calls 30-60 days after server launches.
