Quest Issue: The Skull Of Torture Should Not Exist.

I thought it was weird when people were completing this the other day. Not that I think its a game breaking item or anything, but I never remembered it from my days in Classic Kurns. Do remember a glowing skull though.

I'm still not sure what to do with this.

Imagine that I know nothing at all about the item or the quest, but I have all the tools at my disposal to change it.

So what all exactly should be removed?

Should that combine not work? Should the skull not drop? Should the quest script be removed from the skeletal cook?
