No. Let me explain why...
Buffs are a part of the game design. In fantasy lore and such it’s a common thing to read about more powerful wizards and knights blessing and assisting lesser mortals. Buffing just makes me feel hella immersed in Norrath and line up with the setting.

All buff lines should be given to wizards so that wizards can justify existing

PEDs should be a bannable offense.
They removed it from NPCs for a reason.
