augmentation no longer effective?

Chanter spell: Augmentation no longer lands on players? Did as of two weeks ago not sure why it doesnt land now.

No there is no existing higher lvl spell on player and im casting targeting the player.

Anyone with an Enchanter that could test this? its worked for 2 yrs, until now.

Has to be a buff presently on the player that's blocking it

How are you able to see what buffs the other player has on? I can only do that on live.

You can’t they have to tell you. So the other player must not realize that one of their buffs doesn’t stack with aug
