Hey I have feared in PoH and PoF and its just super handy IMHO leveling vs snare neck. Undead casters in TT? Nom noms etc etc
As far as spec goes its a feel over time and results -
In the old bob and raiding days my slows landed more often.

Kinda, the mob acts as though it is feared but it's still "moving", therefore it doesn't take full damage from DoTs. At least not bard chants anyway
