Ogre Heads - Kaladim Blodforge armor quest

This quest is supposed to be random and out of 9 turn ins and the last 6 have all been the helm which is the only Lore piece and only piece with stats on it. that piece should be the hardest to get yet all my turn ins keep getting wasted on the same piece I cant carry multiples of? This has to be bugged or something. you would think the quest would have some amount of intelligence to it and not have the NPC give you the same visible piece your wearing. It's bugged guys. No way you should be getting that 1 piece out of 7 every freaking time. It takes to long to do to be like this. I doubt it was that bad in live.

Byzar's script was wholly rewritten before the last patch, so it should look better now.
