I saw this post on another thread, which seems to indicate you can sell to the dwarf on sister isle. Although may take a bit of faction work. Haven't been myself yet. But just hit 39 and was thinking of giving it a look.

Just a follow up on this, he conned dubious and would not sell to me right off the bat. I killed roughly 60-70 aqua goblins at the shore in BB and he was still dubious. I then went to crushbone for about 2 hours leaching rep from a group and turned in 8 shoulder pads. This got me to apprehensive with the dwarf while in skelly form.

CB is the faster option- I just didn’t want to F up my faction in Neriak so I stuck to goblins and Crags. But either way, hope you have fun with the camp. I liked it a lot.
