Create the cleverest leveling path from 1-60 on a new, crowded, contested server

Imagine a server launches in Velious era with a big population full of people who all want to get to 60 asap. This server also allows fighting over any content, nobody ever gets to own any NPC or "camp".

What do you choose as a possible ideal leveling path, when considering how crowded you think each zone and NPC is expected to be.

Classic EQ - anyone can attack any NPC whenever they want and whoever does the most damage wins.

This isn't in regards to a PvP server, try to read or post anything remotely worthwhile for once.

First dungeon would probably be the Warrens. If it were available at launch it would easily be more popular than Blackburrow, Befallen, or Crushbone. Tied with Kurns but much easier for lowbies to access. That brings you to 20ish. From there you bounce from Unrest to Mistmoore depending where the groups are until you are high enough for Highkeep Basement. Stay there until you get to early 30s. This is a tough level range. On Green 1.0 it was CT to Splitpaw but with Velious available ToFS is the better choice. Stay there til the Hole. Then it's the same as it is now.

Level 1-5 Everfrost (newbie labyrinth)
Level 5-9 Everfrost (gnoll guards and teeth)
Level 9-12 Everfrost (Steppes) Snow leopards, polar bears, snow orc troopers)
Level 12-21 Everfrost (tundra mammoth calfs, orc mountaineers)
Level 21-36 Everfrost (mammoths, icy orcs)
Level 36-60 Everfrost (ice giants, MacMarrin clan)

Eta 60 3 years.

Eh, if you can no-life 24/7 at release then you're ahead...zero skill involved in low levels of eq.

For me, I'd go small static group. Preferably trio since its release and no twinks.

All iksar sham / necro / monk. Everyones together at char creation. Don't need shit for gear to be efficient. Got all the bases covered.
