Newbie mage Q: Does the fire pet not kick/bash/double attack at 20?

Title says it all -- never got around to playing mage back in the day and wondering why fire pets dont kick/bash/double attack at 20 while my other pets do? I get the fire pet gets the DS but is that why?

fire pets should kick, bash, and DA like all the other pets.
