Cultural Crafting Reagents

I started on blue after 98% of patches were implemented so gem reagents for enchanting metals were never a thing as far as I know, does anyone recall if the gem reagents were required at drop of cultural/armor patch?

I'm really lookin forward to makin some enchanted dwarven stuff for my warrior but if I have to buy 9k worth of jacinths to enchant the number of bars I need for the pieces I want then I won't be so excited.
