Bard spell line not working

When trying to cast the spell Largo's Melodic Binding or Selo's Chords of Cessation I get nothing. The spell bar shows it casts, but there's no spell effect, no notification that they are "bound in chords of music." or anything. Even if cast on myself there's nothing but the spell bar that works for either spell.
