Default Shadows

Hello, is there any way to enable shadows? I'm more specifically interested in blob shadows, if they're available

I'm not sure what you mean
i would suggest a bit of exploration in your options menu

/shadows doesn't remain on, even if I edit the ini. How can I keep /shadows on forever instead of per session?

Do you have the game installed under Program Files? If so, move it out of there.
