Lowbie guild on Green?

Hi just returned to p99 after years away. My toon is a 27 warrior but think I will be starting a new guy.

Is there a leveling guild or a guild with a higher population of lower level players?

It seems a bit hit and miss. I'm in Friendly Druids and it seems welcoming enough. There's always someone in /gu asking if anything is going on and people forming groups.
