If you are farming money for the specific reason of making a Torpor Shaman, and you do not have a farming character already, just go Shaman. Leveling two characters to 60 will take longer than the slightly slower farming speed of a Shaman.
If you are planning on farming money for another character like a Warrior, just go Necro as your farming class.

Enc > both these options, and necros/shamans lost a lot of their fun when they removed dot damage text.
But if you have to choose, go human necro IMO for the coolness/rarity factor. | ||

Cheapest And most efficient plat farmer by far However is a bard, you can make 3-5k an hr doing PLs, swarming Droga for skins/salts, swarming dwarfs for coldain heads, etc.

A properly kitted shaman is magnitudes stronger than a necro. No slow makes necro soloing a real non starter deep in dungeons.
Necros can farm lots of lower level mobs with some success. Think Droga. Enc puts both to shame. | ||

if you just want plat make a bard and swarm to 60 then powerlevel people
necro is a good all around farmer but cant take out specific high value targets and brings nothing to something like farming fungi or guardian wyrms enchanter can be damn near naked and farm anything a shaman or necro can, and brings something to groups that farm fungi/guardian wyrms etc shaman can solo camps necro can not, but requires a massive investment of plat for malo/torp/bane/epic | ||

Necro wins by a landslide. The only two items you ever really need to care about are CoS and Jboots which are realistically obtainable by anybody even before you hit the higher levels. Staff of the Dreaded Gaze is also very nice to have but hardly essential (and you could farm it solo if you're extremely patient), and it's nowhere near the price/difficulty range of what a shaman needs to perform optimally. You don't even miss out on much by not having necro epic, it's not especially useful. I guess one of the Soul Well staves from VP are the only hard-to-get item that really affects necro effectiveness, but you'll be just fine without it.
Shaman is not budget/casual-friendly at all. Without Malo, Torpor, epic, JBB and some solid gear overall, the class is not much of a soloer besides the common mobs that anyone with spells can solo. To really get the most out of the class, you need not only expensive shit but also some raid gear and high-end quests like Spirit Wracked Cords. If you don't have access to any of that, you'll have a hard time doing any of the really juicy high-end soloing that shamans are known for. It's not just a matter of clickies and spells, you also have to be able to tank stuff that hits in the hundreds, and do it for extended periods of time. If you only have like +400 hp from gear, that's rough. | ||
