Yes. Whatever CC you've got (root, mez, charm, kite, even offtank) can cope more easily with the weaker mob while you focus on taking down the more dangerous.

Exceptions would be:
- a weak caster mob when you don't have mez, kill it before it gets lucky
- a really tough primary target (undercon with too many hp), clear the chaff so you can get down to business
- the tougher mob is still p easy, do whatever you feel like at the time

In practice, people usually kill the green mob first though. I don't know why, I do it myself as well. Just feels natural.
I agree. If you have any sort of crowd control, the blue dies first.

Even without crowd control, you'd probably want to eliminate the blue first because they are the bigger threat.
