You cannot attach a debugger while playing Project 1999??

Recently started getting this error message on launch

Cant isolate a recent program install that could be cockblocking the Launch exe. The only thread I have found on this people were talking about WinEQ which I have never installed on this laptop. Anyone have any ideas or dealt with this gahbage before? Missing my Norrath
