The counts aren't skewed because of leveling locations, if you do a who all the most popular classes on P1999 are Druid, Enchanter, Shaman and Cleric. People know the server is going to be super crowded so they're going with the most able to solo or the most group friendly. Every group out there is dying for a tank right now.

Can't speak for Shamans as I've never played one, but Necros don't have any problems finding a spot in a raid. There's no cap like there is on Live or TLP servers, as there's no "raid" window. So anyone that shows up in the guild is able to earn DKP and bid just like anyone else.
Also, you'll find that while Necros are one of the most played classes, not a lot of them participate in raids. You're basically a twitch bitch, and many don't find the role of mana cleric to be very fun, even if it's important. Sort of like our Magician friends who do little more than CoH and mod rod. Moral of the story, if you want to roll a necro and still be able to participate in endgame, you're fine.

Not the cases. Equal amounts of people are druids and enchanters and slightly less necros. All the best solo classes very popular, naturally. So play what you like.

Both classes have underwhelming raid playstyles. Necros mostly feed mana to clerics and shamans mostly buff. People will bring some of both to raids, but they aren't classes that guilds go out of their way to stack.

Your question is unanswerable as there is no raid scene on green yet.
If it is like blue then any class will be welcome to join any raid guild.
